Phase I: Analytical & Diagnosis Phase and Feasibility Study
Description The Somaliland Association for Youth Salvation (SAYS) implements integrated livelihood, gender empowerment, vocational training, and rangeland management programs aimed at strengthening resilience and improving socio-economic conditions in drought-affected, pastoral, and rural communities. Objective 1: Livelihood Support for Drought-Affected Communities SAYS provides livelihood assistance to vulnerable households through income-generating activities, vocational skills development, and community-based recovery interventions designed to restore self-reliance and reduce vulnerability to shocks. Objective 2: Women’s Empowerment and Civic Awareness SAYS empowers women in pastoral and rural communities by promoting access to education, healthcare, and economic opportunities. Interventions include vocational and agricultural training, support for women-led enterprises, advocacy for land and resource rights, leadership development, and prevention of gender-based violence through community awareness and protection mechanisms. Objective 3: Alternative Livelihoods through Technical and Vocational Training SAYS delivers technical and vocational training in livestock production, poultry farming, fodder production, value-chain development, and entrepreneurship. Programs combine classroom instruction with practical field training, market linkage support, and business development services. Objective 4: Fodder Production and Rangeland Management SAYS supports sustainable rangeland management through fodder production training, grazing management planning, conservation and rehabilitation of degraded rangelands, climate change awareness, and early-warning systems to improve livestock productivity and environmental sustainability. Community-Driven Development (CDD / PICD) SAYS has implemented Participatory Integrated Community Development (PICD) initiatives in Borama, Berbera, and surrounding districts, supporting communities to identify priorities, prepare sub-project proposals, and implement small-scale infrastructure and service projects. Activities included community mobilization, capacity building of Community Development Committees (CDCs), technical assessments, and coordination with local authorities. Geographic Coverage Programs have been implemented in urban, rural, and IDP-hosting communities, including Borama, Berbera, Bossaso-area villages, and surrounding pastoral settlements, selected based on population density, vulnerability levels, and access to basic services.
