SAYS Implementation of the SUIDAC Action – Borama (Lot 9) The Somaliland Association for Youth Salvation (SAYS) implemented the Analytical and Diagnosis Phase and Feasibility Study (FS) of the Sustainable Urban Integration of Displacement-Affected Communities (SUIDAC) Action in Borama City (Lot 9) as a Technical Implementing Partner, in close collaboration with Borama Municipality, Cities Alliance, and local stakeholders. Serving a growing population of displacement-affected communities (IDPs, returnees, refugees) and vulnerable host communities, SAYS conducted a comprehensive, area-based assessment of needs and service gaps, including health, nutrition, WASH, education, GBV support, energy, housing, land, and livelihoods. A perception survey and vulnerability profiling captured inclusive, sex- and age-disaggregated data to guide evidence-based programming. Based on findings, SAYS co-developed priority activities with the Municipality, covering improved access to urban services, livelihood and finance opportunities, legal assistance, and strengthened municipal capacity for inclusive urban development. The FS integrated gender, social cohesion, environmental, and risk analyses, while establishing governance mechanisms, including the National Steering Committee, and a robust MEL and communication plan aligned with EU and Cities Alliance guidelines. The study delivered a municipality-owned roadmap for DAC integration, prioritized bankable interventions, strengthened local implementation capacity, and provided a scalable model for inclusive urban displacement response, demonstrating SAYS’ expertise in technical facilitation, localization, and sustainable urban development
